It was explained on this TV show that David Blain's levetation in front of people was the trick used here (with one leg still on the ground), and only went up a couple of inches, enough to make people react.

Later, he actually "levitated" wtih wires several feet off the ground. For the show, they spliced together the scenes of him levitating the first time, people's reactions. This gave the impression to the TV audience that he actually levetated a few feet off the ground the first time.
