The issue is simple. CA is overpopulated. The Farms that need this water have tripled in just a couple decades. Look assholes the ESA is a good thing! The Delta smelt are just 1 species OF MANY that is threatened! If the river is not healthy the results are far worse than a few farms having to switch their crops to drought resistance types, which they can do! The delta smelt is a indicator fish, which means it allows us to know how well the delta's ecosystem is doing. The delta smelt occurs only in the San Francisco Estuary.

Having said this there is no reason why a new pump couldn't be built so the delta smelt are not affected and farmers can cultivate their land via a water source.
