@klsuperman - The Europeans tend even today to have a more sensible attitude about prepubescent kids going naked in public places. There's no sexualization involved. Lots of cities over there have fountains deliberately designed for children to splash in during the summer months, and it's common to see the little guys simply stripping off and enjoying themselves on summer afternoons. Woe betide the grown-up or adolescent who gets grabby, of course.
