Negative. Black Rock Shooter was an original character by the artist Huke on pixiv, and some how the drawing of her inspired one of the persons that work for supercell to write a song.

She existed before the song, sung by the voice talents of Miku Hatsune, "Black Rock Shooter". Therefore she wasn't just a "character from a vocaloid song", she was "the inspiration for the song".

When I watched Black Rock Shooter, I saw mostly a slice of life show that had a small fantasy section of her alter ego fighting for her friend in an abstract universe.

When I watched this trailer, I saw nothing but shit blowing the fuck up, a destroyed city, and a bunch of characters never before in the show.

...Does it look good? Yeah, it does. Does it look like Black Rock Shooter? Not really.
