I agree with your holism and anti-reductionism, but the details of your video are confused. Chaos theory includes fractals and non-linearity, but they are not the same thing. Weather has little to do with fractals, but is a non-linear effect. Heraclitus' saying has to do with change vs permanence, not complexity. In medical studies factor analysis is essential. It is simplistic to think that biology can be reduced to one variable. We must look at the whole person/situation/ecosystem to get the entire picture.
The weather can be reduced to forces and atoms in motion just like anything else, the fact that in reality it is too complicated to compute does not mean it is irreducible - it just means it is not calculable in practice - but is perfectly reducible in theory.
