Ref: the turn out gear in the water, Firefighters need to remain calm in an IDLH atmosphere. Water is an IDLH atmosphere. There are numerous in ground swimming pools in South Floridia. If a firefighter falls into pool and is not trained in survival technics, they may drown before they are rescued. You are correct in assumng that an SCBA mask would not be very good in deep water however it is not an issue since you would not go very deep in bunker gear.

When you go into the water with your gear on, it's all about the air pockets. You have to position your body where the air pockets remain in between your turnouts and your station clothes. If you can keep the air pockets, you should float just fine.
@ArmyRescue1 Yes you can use SCBA's underwater for a brief period of time by using your bypass valve to create constant positive pressure in your mask. You will go through air a lot faster this way, and yes it really sucks trying to stay afloat with all that crap strapped to you.
trust me its no vaction when you just spent the 4th and 5th of july in 99-105 degree weather with high humidity and trying to locate a man who drowned in a very deep man made lake where all the trees and weeds and shrubs are still under the water
