yes, you can get them street legal in the usa. They need catalytic converter put on for emission control. You can get ATVs street legal also here in the states if you wanted to.
They aren't street legal in the U.S. I dont know about canada though. Supposedly in some states you can get an atv license for it but you can only drive it on county roads.

I'm not sure if all provinces will register them initialy, but I know that British Columbia, Alberta and Saskatchewan will, there may be others. My brother just bought one in Alberta. It's a 1993 Suzuki Carry Dump.
For a brand new one it can cost as much of 15K and depend on which brand too such as Mitsubishi, Suzuki or other brand. I'm not sure how much insurance would cost if you want to make it legal. You can check with your insurance company for a quote.
