I'm guessing the ANC (South African Government) had to choose between loosing jobs under Chinese pressure, or loosing face before the World Cup by turning the DL away. The fact is, trade relations with China will always be one sided, so the wrong choice was made. Bribery is of course the obvious answer to dealing with the ANC, so perhaps its not that complex.
