I suppose it's attached to the chair, hence the chair being backwards and the weird arm position at about 1:05. He's got it palmed in the left hand. You can see it from 1:16 until 1:25. It's got a bit of light blue colour thanks to the lighting.
You can buy this crap on his website. Basically a fan disguised as a speaker, microphone, or whatever... It's loaded with "snow" confetti. I think you can buy the paper he uses for the glass of water off of his website too.

I saw Kevin James perform this live at Kutstown convention, He is amazing at what he dose I spoke with him and he says their are 10 different ways to do this but the way I have is no special paper its a magical secret so shut your mouths and keep it a secret.
Actually that is not how it is done in this act. The magician is Kevin James and he has invented the snow storm animator one two and three(although I think that there is a fourth version but I am not sure). The gimmick for the snow animators is very amazing and hi-tech but they are so expensive.
ok here is how to do it..... gosh I am a magician and I have this stuff so heres how... the paper is special.... search snowstorm in any magic shop or ask them about snow paper... the paper expands in water and then breakes apart into tiny strips ets.... just search it on google

Now i dont know if you are the person in the video or not but can u tell me who it is. I am planning to do a very similar trick but i have diffuculty with the main production ( showing hands clean). If you could tell me how to run it that would be very kind.

i'm no magician so this stuff is over my head ... i did notice he rolled up his sleeves too ... the lights were dim though, as you can see and it dimmed a bit more around the time of the "confetti" so that was the opportunity for him to do his trick for sure.
