I was told this is 4-bit sound done with the AY, but the person couldn't explain how it was done. The only spectrum sound samplers I know were all 1-bit and used all the available ram in 6 seconds.

Wow helpful "use Wikipedia". Which article in particular? The Robocop (Video Game) one doesn't mention it, nor does the main ZX Spectrum article.
