This video was shot by Nathan Wiley - who, today, many years later, is a somewhat accomplished musician in Canada. It is known that the film was shot on Prince Edward Island, so it most certainly is not a bear. (there are no bears on the island.) Of course, the odds that P.E.I. could be home to any unknown creature of anywhere near the size of what is seen in the video is astronomically small. The video was most likely a hoax - even though, as far as I know, Wiley has never admitted to it.

Its running on all fours like a gorilla. You can see the long arms go behind it as it runs, and you also see it stand on all fours once it enters the brush. Looking at the morphology of this creature, it appears real.  Not only the arms, but also if you pause when its running you can see a coned shaped head, which is typical of woodland apes.
