It's simple to do that, you can "delete" the City folder that it's located in Mafia II/pc/sds and sometimes you get into the water, obviously, in PC xD

I've got this too, I have pc version. It's good to make a backup of your savegames (not the chapter saves). This glitch will appear when you are still running in the building when the screen fades black for the cutscene. So just walk easy to the doors and stop if your screen fades black.
