All the scopes sucks, and they are exactly the same. Toilet paper rolls isnt that hard, use the cardboard that is inside a aluminum foil roll, that is much harder.

great idea, you should make a video showing the final product. Also, a simple and effective way to increase the accurate range of your homemade peashooter is to make the barrel a little smaller and/or twist the "bullet" slightly before shooting. This will make it spin in the air and increase its wind resistance!
I acctally wasted my time making one of those XD Its a long and thin iron barrel, so its few millimeters away from the bullet, it also has a very good plastic glove that can take alot, so its a got a very high accuracy and power ^^ Its probably around 200-250 FPS wich is very high :D

you put a bb or pea etc... in the balloon, pull, let go and it gets launched
