Not sure they can. Even if they could, there's no need to assume alcohol would have any affect on an alien brain. The fact that he then reveals he was faking drunkenness to get close enough to use the oil indicates however much he did drink had no impact.

She walked right into The Doctor's mind. This wouldn't just include his name, this would include all his experiences, the academy on Gallifrey, all his engineering knowledge, the entire accumulated wisdom of Gallifrey (thanks to him getting permanently linked to the Matrix), his awareness humans could rival the Timelords (Trial), the secret of regeneraion - everything. We simply don't know how much of that she absorbed or paid attention to - then or in the years to come.

@GirlVash Very likely, yes, but we know from Arc Of Infinity that it takes only a moment to absorb a vast amount. Could echos of her encounter be why two of the most powerful enemies (Skagra and Omega) chose France? Could she have made something in memory of The Doctor, or in an effort to reach out to him, that is beyond Earthly technology?
