i think he may be doing it so that people can watch and replicate so that they can work on exercising techniques. some people learn by the "monkey-see-monkey-do" method, you know?
i allways though it was only to beats on a roll , and the more you force the stick down , you still get your 2 beats , and you get that buzz sound your going for , like what pipe bands go for

it can be counted as a drum roll rudiment, there are 40 rudiments, Multiple Bounce Roll is the longer/equivalent name for buzz roll

this is also multiple bounce roll, the 2 beats you're saying is called double stroke (open?) roll AFAIK.
