hey guys ive had this problem before it might be your mother board in boot up go into bios and turn off the cpu fan "Optimal setting" to performance tahts how i got read of the noise and make sure you turn off speed tech on the cpu that will provent game crashing as well GOOD LUCK!
It sounds like just one fan making the noise. In your case, buying a 30 ohm resistor rated at 2w or above and splicing it in series with the fan's power wire would drop it from 12v to about 8v for under a dollar.
Do a google image search for "Zalman resistor" to see what it looks like when it's finished -- pretty brainless to do, really.
@the1337onyxx omfg, this is exactly the clip I was looking for. My friend had this same heatsink/fan and it was unbearably loud. Problem was at the time, it was those new AMD Thunderbird chips and those ran super freaking hot and these were the only things that were able to cool them properly.
i suggest a TEC assisted heatsink fan combo. theremoeltric chips.. especially ones with a fail-safe. eliminate condensation worries and generally outperform an equally priced liquid cooling system. you can get a vigor monsoon II lite for $100 and you can overclock a quad-core up to 4 GHZ

what size fans do you have??? if you have slots for large fans, use them. the 120mm fans are much quieter and smoother. you should try them out;-)
