Actually, EFP warheads are one of the more recent developments. While modern armor is good, most all AFVs are much thinner along their decks. And while the most current reactive armors can provide SOME defense (but less then they can vrs. a shaped charge), and heavy reactive like Kontact-5 more (though I'd like to see some demonstrations still), it's still not a 100% sure defense. A tandem-charge submunition can be problematic. It has to actually contact the target, whereas EFP is actually fired

Major point with munitions like the CBU-97 is that they will attack one of their weaker armor facings of the majority of the AFVs out now (and in the foreseeable future).

It's really not that effective on infantry. This weapon is meant to destroy a full battalion of tanks. The submunitions are Explosively Formed Penetrator (EFP) skeets. 40 are thrown out. As they wobble, a sensor looks below and when it detects something that matches a vehicle's profile it fires the penetrator into the roof. Still, sucks to be dismounts caught in that.
Yes, the BLU-108 is the four unit submunition dispenser with four Skeet sensor-fuzed warheads attached. The CBU-97 is the SUU-64/B Tactical Munitions Dispenser plus 10 BLU-108s.
