1) in the NPC menu, you can select an option which is 'npc weapon', which selects which wep the npc spawns with

2) Approach it with the wheel tool and press 'e'

3)(I havent playing in a while so im not sure) I think it is under 'options' or 'player options' or somehting

4) The only cars you can move are in vehicles, otherwise, look up tutorials.

5) as above.

6) there is a tool you can download

7) Wiremod, an addon you can download
