Also the manufacturers stuck this in within teh last few years: "Tire/rim sizes shal not exceed 2" beyond stock or the warrantee shall be voided". Noone reads the warrantee so they think they can get away with whatever they want. I have seen a truck with 22" rims come into the local dodge delearship and he was told "Warrante Voided"

I have a set of 26" Lexani's on an 07 and I didn't have to lift it or add spacers. Those are definitely 28's. The only problem I had was rubbing on the inside when the wheel was cut hard.
