I work as a biologist in the non-federal level of government. Without, Federal agencies we would much worse off as far as biodiversity, water and air quality. For example: In most states (mine included) even with the most restrictive federal rules "Forty percent of all United States waters are not fishable or swimmable, according to the U.S. EPA"

(part II) often state/ county agencies can not police or enforce current law. Most States are losing wetlands and water quality due to development even with federal rules. remove Federal agencies/rules and we will at the mercy of market which can't consider things that they can't sell.
