"banned" may mean a lot of things. They may have shot the commercial and had it ready to go but the client (ikea) backed out at the last minute, the television networks may have refused to run the ad, and rarely, the government may have intervened to stop the commercial from airing. In this cause it's probably some moral guardians on whatever french tv network that had this thing shut down.
