@DavidCortez1 maybe becuase Damon gant was one of the deadliest ace attorney villians? he is the chief of police which makes him a powerful man,he was the true killer in the SL-9 case and got an innocent man killed, and also manage to get away with his murders without anybody touching him. which makes him a very good villain compare to the other AA villians.
