it would have allowed for cooling in the time window necessary to prevent a full meltdown. it would have reduced the amount of humans irradiated and reduced the full amount of radiation into the enviro.

They are clearly saying that it will help prevent catastrophes in the future! It is quite obvious that something that has already happened can't be prevented! I don't understand why there are always the people that have to be sarcastic and negative. Your option would be to just let there be a nuclear meltdown? Let's just all sit back and not try anything!
