I think Tubba Blubba just circles the justice room.

When tryong to run from TB in battle, you start at 0%, but with luck, it is possible to run like that. Otherwise, if you use Outa Sight, Tubba will walk up, stop, look around, and leave. If you do that while being chased, you instantly go into the next room.
