The problem is everyone IS on drugs. When you get up, most or many, drink coffee, its a drug. Cut off the coffee supply in the US for week and see what happens. After work a beer? some hard liquor? Oh wait what about that 15 min smoke break.
All these are drugs and legal. Combine those things and see how many people are dying.
Legalize drugs, regulate them, tax them and see what happens to drug cartels.

Portugal decriminalized all drugs and drug abuse and addiction are GOING DOWN!
ALSO, people addicted are seeking help in rehabs.
