The effect is also called a voxbox. Walsh is using his mouth to "shape" the sound of each note. You can hear the same thing on Peter Frampton's "Do You Feel?".
Just got this Joe Walsh Guitar Video from Hal Leonard productions, although Joe is obviously drunk there are some absolute gems of information about setting up guitars (intonation, strings, pickups, alt tunings) and surprisingly enough a small section on perfect pitch that works every time.

Its called a TalkBox thats connected to a WahWah pedal, which is a CryBaby pedal. He also tends to play in open E tuning so the slide is easier...
