looks like a two planes oen with the geograhpy of the under water sea bed and one is a video clip of water with a transparency effect so you can see through most of it. which would give off that effect
@Qzyxya learn this definitely, this and Maya are industry standards, and a lot from Blender will be transferable, once you know where the buttons are.
@danposmaytee Thanks, but I already knew that. Do you know anything to compare them? If I'm going to spend time to memorize a bunch of keys, I might as well not memorize keys that won't help. If you don't know, that's fine. I can always ask other people and read blogs and stuff.
I'd guess that you've used a falloff map on the refract slot, maybe noise maps on bump and diplacement slots (different sizes) and fresnel reflections... caustics would make the green light under the water?
