Official rules allow for catching the ball and using a" two-count rhythm in coming to a stop, passing or shooting the ball" NBA refs usually allow 2 steps after the dribble is picked up (not including the foot already on the ground). Sam gets control of the ball, his right foot is on the ground; he takes another 2 steps and then uses his back foot (left) to pivot and shoot. The extra step with his right doesn't count since he already established his pivot foot.
