Children are not always allowed to pray at school. Recently a girl was told she wasn't allowed to carry her Bible at school. Another little boy was told he could bring his Bible to school for "My favorite story" day. While this was illegal and lawyers did handle it, it still needed to be fought for.

With regards to the discrimination, sure some people break the laws regarding freedom of religion and they are dealt with accordingly as you say. People often break laws, sadly it happens! However, that does not mean that you get to break rules - be it littering or deceiving and conning people into reading something.
There are civil and moral laws we all abide by and there should be no exceptions for people preaching religious beliefs.
