In short, yes, they do, eventually, deal with all true macrominers they can.

actually, after a few times I killed this guy, he did learn how to fight back - he eventually learned that I fit nos, and that it's very hard for him, using energy weapons, to fight back for very long. He also started using cap injectors after some time. He killed a few of my ships, altho I managed many more kills, and far more damage in isk against him
the video was also originally uploaded to show friends of mine who also play EVE, primarily to show how sad this macrominer is, given I'd killed him so many times before, but had never happened to record any video evidence of just how sad this guy was :P (he almost ALWAYS attacked me, even with his barges vs battlecruisers)

Does CCP even care? They do have a punkbuster for these kinds of things right?

a macrominer, yes - this guy could be timed with two or three packs consisting of a retriever, covetor and iteron 4/5 each, to the second.
he mined the same belts of the same systems all day every day, so yeah, I was happy griefing him.
