What's the difference between a *Heavy Snow Warning* and a *Winter Storm Warning*? We've had snowstorms come through here with either warning displayed for them.
The Heavy Snow Warning is no longer issued by the National Weather Service. The Heavy Snow Warning was for when 6"+ of snow will fall in the next 12 hours, or 8"+ in the next 24 hours. This is replaced by the Winter Storm Warning, which means significant amounts of snow, sleet, and/or ice will create dangerous conditions.
Let me ask this, then. Why did the NWS replace the Heavy Snow Warning with the Winter Storm Warning? A Winter Storm Warning should be for a storm that produces more than just snow...as you said...snow, sleet and/or ice. But, if a storm produces just snow, the NWS should keep the Heavy Snow Warning or, if snowfall is expected to be less significant, the Snow Advisory. That's just my opinion, of course.
i have a voice recording of Yakimas local on the 8s during the biggest snowstorm of the 2007-08 winter season i was under a Heavy Snow Warning i got 14.7" overnight
feb 11-13, 2006 here in ny we had the great north american blizzard of 06! there was lightning and thunder with white out conditions! we got 24.5 inches of snow in new rochelle, NY.
That is not a bug. The Baltimore Inner Harbor reporting site does not report sky conditions. The XL would show an "N/A" icon, but the IntelliStar simply omits the icon.

Maryland winters are so tame compared to Chicago. A high of 52 degrees in the middle of February? Even Alabama (where I used to live) is colder than that in the winter.
It looks like you were not getting current conditions because (1) Martin Airport does not report at night and (2) the Inner Harbor reporting station does not report sky conditions, therefore the IntelliStar only reports what information
