There should be NO tax inceptives for companies doing business overseas and giving up innovation for a foothold in a foreign environment. For an American business to start in China they have to be a minority stakeholder with a Chinese investor AND turn over IP related to their products AND they are not given any guarantees for any contracts even after turning over IP.

It is our creativity and starup know how that has always helped up grow.
