Well, the original video from Nico Nico Douga says it's Luka. Besides, when Luka's voice is that high, sometimes she tends to sound like Miku. A good example of this is in the "Tako Luka's Tuna Fever" song.

Seriously, I don't know why this song hasn't been as popular as the other Vocaloid songs. I love this one spool much...it has a real mixture of sounds, plus Luka's voice really adds contrast.
