Heard a talk from Val Guest about this film, one of the first i ever saw on TV in the 1950's and he described the reason for the fog, simply cost!! It reduced the money needed to make it, and speeded production to about a week in the studio. ...and he got away with this method twice, using fog in The day the World caught fire for a section, again saving building expensive sets. The script used was rush altered on Runaway bus for all outdoor scenes,
