It's basic rev matching, matching the revs of the engine to what it will be when you shift into the lower gear to stop the whole car jerking when you go down a gear and up in the RPM, it makes it a smooth transition.

Also i ran a 15.1 stock standard with no mods.. and i have no doubt i be running in the 14's with basic bolt on mods.
