To be honest: I have never seen this type of wiring before: it could very well be that this varies per country: here in the Netherlands everything on insulators is mostly tube-like 'wiring' or some other solid conductor: slack cabling is something I have never witnessed.
I think those cables are experience short circuit buckling force.
I can feel the pain on those cables, It might be used for extremely high current.
