Well, the thing about noise is that it gives the musician absolute freedom in creating sounds. Generally its desired to pursue as much of an escape to traditional music as possible, thus you end up with what most people call noise. See it like a sculpture or a landscape that you can hear.

I just disagree that it relates to anything we'd normally call 'art'.
