Actually under 34 inches and under @ the withers is a class "A" Miniature horse, over 34 inches to 38 inches @ the withers is a class "B" Miniature horse, over 38 inches @ the withers is considered a "pony".
To LadyAmaranta--the miniature horse was originally bred to use in the coal mines to pull the coal cars up because a pony was too big. As with any other breed of horses, some will be bigger (over 34" they're a pony) and some will be smaller. Minis just happen to be very small when they are "runts" as opposed to a large breed where a runt is 14 hands rather than inches.
their bellies are chubby looking because they have too many intestines to hold in their tiny dwarf bodies. You would be able to tell if they were fat because the necks would be curved at the top and ugly looking. These guys are ADORABLE!
