Thank you, thank you, thank you!!! I swear, I could give you a big hug right now. I'm brand new to scrapping and stamping, and recently bought a few sets of clear stamps and some ink pads. I tried a few of them and they did not seem to work correctly. I had no idea I need to clean the stamps first (so logical!), thank you very much for this important tip!
The problem with the sticking stamps is that the manufacturing process has produced a sticky stamp, for clear stamps that stay clear and that don't stick to the paper try using imagepac produced stamps
Not ALL clear stamps are the same. Cheap quality are made from Acrylic (which are molded)
Good quality clear stamps are made from PHOTOPOLYMER (which are CURED by UV) and should not require you to roughen the surface. Please could you check facts before giving information, as this could ruin some stamps. Thanks.

Imagepac stamps have an awful odour, and quality wise, they are pretty poor.
