How did the west coast win? They lost their best rapper by far and ever since then the west coast scene has been dead apart from some hits from Xzibit, Dre, Snoop and Game. Now the the new west coast generation seem to have something really dope going with Kendrick, Jay Rock, Ab-Soul, Schoolboy Q, Nipsey, Dom Kennedy, Casey Veggies, Skeme, Blu, etc. But there's no way you can say that the west coast "won".
