They certainly are europeans because east asian people do not have blue or green eyes. And no, humans do not have eyes that big. However, east asian people have slit eyes and europeans have eyelids showing more of their eyes. Therefore the characters more closley resemble europeans and when you add this to the fact that some of the eye colours are not confined to brown... well you get the idea!

Thats because most of the worlds population have round eyes, therefore the majority of cartoons made are likley to have round eyes apart from east asia. But then even east asian anime is have based the eyes on american cartoons. So basically japanese anime eyes are based on european eyes!
