Why were parachutes ( with instructions ) not dropped onto the top of the 9-11 burning WTC by helicopters, for the people stuck on top to jump off more safely ? The height of the top of the WTC was high enough for a safe parachute jump. The smoke would justify using parachutes, to get away from it. Parachutes should be part of a quick emergency response to quickly try to save as many people as possible in a very tall burning building.
