HR didn't even participate in the text writing or recording of this album. Therefore I think Israel is the one to perform this song. Anyway, HR doesn't have the energy he had in the 80s anymore. He wouldn't have lived up to the expectations.
Yeah yeah it's not the original lineup but this guy is a good singer in his own right and Mackie is 100% unfuckwithable NYHC OG!! They sound so fucking good here!! It's 2 different bands, but have you seen them lately? No disrespect but they don't sound nearly this good.
The thing about HR is that he has the most electryfing stage presence ever, you can´t replicate that, but that doesn´t change the fact that Mackie is a great singer.
I remember seing that line-up of the bad brains in Bourges, in 1994. Nobody really knew who they were (it was a mainstream festival). These guys blew the house down !! Wonderful show. The audience loved them so much that they cheered for 15 minutes. They finally came back and played "House of suffering". Incredible souvenir !

You can't beat the original lineup, but Israel and Mackie do as good of a job as ANY other fill ins could have done.
I think Mackie really does a great job, and Israel's voice really fits with this song.
