If this was (as label suggests) seen just before an earthquake, this may be the product of gasses released into the atmosphere from very small and inperceptible tremors along the fault line. These gasses can be hydrocarbons and scatter light like oil on water. lots seisomgraph analysis shows there is a lot of activity that can be measured that could give a telltale sign that an earthquake is about to happen only the data is too hard to read until the quake has happened and it is too late.

it´s a meteorological phenomenon. The ice particles in the clodus were refracting the sun light in that moment. If I wolud saw that, I wouldn´t get some surprised, but it is so rare!
