@bugstomper123 Technically, he could have, but Raiden would have destroyed each one since he is the protector of Earthrealm (not to mention keeping an eye on Kung Lao 24/7). That's why Shao Kahn needed to keep Raiden distracted long enough for not only the realms to merge, but for his Shadow Priests to kill each major threat.
