To aid in the lower register. For lots of concertos in D players choose to play on an A piccolo because it's easier in the high register or because they don't have a D trumpet. You need a fourth valve to get some of the lower notes that you could get on a trumpet in D but not on an A piccolo trumpet with three valves.
