I think that the claim is that the towers' insurance was increased dramatically just before 9-11, as if they knew what was coming.
But, as you mention, truthers so often contradict themselves that it's hard to keep up with their latest insane theory.

I've never heard this claims from Truthers. I've heard the opposite, that the insurance claim was placed on the WTC complex explicitly covering terrorism pre-9/11.
