Because in trying to find a selfless good deed, Phoebe's trying to win against Joey. The very act of her trying to win - to get one over on Joey, to try to show herself as being correct and superior, etc. - is selfish unto itself.
If she wins, then she still loses because wanting to win is, itself, selfish.

@tp2005 agree! but it is also true that you wouldn't do a good deed if it didn't make you feel any good. You would generally do it, if the emotional reward exceeds the cost, tangible or intangible, of doing it.
