is he saying that manufacturers will not want to send their shipments to purchasers because they (manufacturers) are aware that upon delivery of their shipment to purchasers, a bank even though it might even issued a letter of credit, won't have the founds in its bank to actually back up those letters, that is, to pay the manufacturer for his shipment that letters of credit guarantee to pay?
