The Persians were not the only ones that swung clubs, so did the Egyptians and also the Greeks. There are hieroglyphics, and pottery that show this. But they did not show clubs that big, not that I have personally seen anyways.
They were used during ancient times in Persia for training warriors who swung heavy weapons like maces. That's what he's doing, practicing the swing motion.
